Proposed Constitution Changes
6.7 (b) In order to provide continuity of membership on the Board an odd/even year election cycle will be in place for the following Directors:

President Odd
VP House League Even
VP Competitive Odd
VP Intermediate AA Even Odd
VP Administration Odd Even
Treasurer Even
Secretary Odd

Explanation for change – The change is being proposed so that the terms for the President and VP Administration do not end at the same time.

20.2 Notice of the Annual General Meeting, and any proposed amendments, shall be given in writing and online at least thirty (30) days prior to the date of the meeting.  of the members shall be given by advertisement in a newspaper having circulation in the City of Kingston and published at least once not less than ten (10) days and not more than seventeen (17) days before the time fixed for the holding of the meeting.

Explanation for change – to eliminate the need to post an advertisement in a newspaper

23.2 In order to ensure opportunity for maximum participation in female hockey in the Greater Kingston area, the Board of Directors shall run the following house league or recreational programs and teams:
   i. FUNdamentals initiation program to a maximum of 44 participants
ii. Novice, Atom, PeeWee and Bantam house league divisions to a maximum of 80 participants per division
iii. Midget to a maximum of 96 participants
iv. Senior (including Intermediate age players) to a maximum of 64 participants
   v. Development Stream to a maximum of 1 team per division

Explanation for change – to include the DS program

23.3 In order to continue to develop the quality of competitive hockey, the Board of Directors shall run one (1) competitive team at Novice and two (2) competitive teams at the Atom, PeeWee, Bantam and Midget levels. Every option necessary will be taken to run these teams including, if required, running teams without a full complement of players. This would only be done to ensure team’s operations – NOT TO IMPROVE COMPETITIVENESS. The Vice President Competitive must approve player numbers on teams with approval of the Executive. Where sufficient participants are available to form additional teams and the House League and Intermediate AA Programs can operate at the levels prescribed in 23.2 the constitution, additional competitive teams can be added at the discretion of the Executive. For example, this could include possible Novice Development, Novice competitive, Intermediate teams not in the Intermediate AA program or third competitive teams at any age.

Explanation for change – to include Novice competitive team

23.4 Ice time shall be allocated between the House League and Competitive programs based on the allocation formula used by the City of Kingston’s Ice Allocation Policy. Any allocation for House League below these levels must be signed-off by the Vice President House League. Any allocation for the competitive program below these levels must be signed-off by the Vice President Competitive.

Explanation for change – to reference the actual policy used by the City

23.5 Where “non-prime” time ice is used, time should be allocated evenly between HL and competitive based on a ratio of ice time used. Non-prime time shall include early morning ice before 7:30 8:00 AM, Friday night ice after 5:00 PM and Saturday or Sunday night ice after 7:00 PM.
Explanation for change – for clarity

23.6 Ice for the Intermediate AA program is expected to be found outside of the normal ice contract between the GKGHA and the City of Kingston.  As a regional team, it is expected that ice time will also be found in surrounding centres outside the City of Kingston.    Where sufficient ice cannot be found and must come from the ice time allocated by the City of Kingston, this ice shall not impact on the ability of the GKGHA to run teams as identified in sections 23.2 and 23.3 of the constitution.   Should insufficient ice be allocated by the City of Kingston to run the IAA team, teams listed in 23.2 and 23.3 shall be allocated ice from the GKGHA ice contract before ice is allocated to the IAA team.

Explanation for change – To clarify that GKGHA ice allocation must be allocated to the teams listed in 23.2 and 23.3 before it can be used to offset a shortage in the IAA program.
